Open Forum

High School hallways are still an issue in the morning. Michelle has suggested the high school follow the Mattacheese model and hire staff to supervise kids in a designated location. We will follow up on this. 

Reports:

Presidents:
a. Negotiations- we were offered a one year contract. Michelle, Erin and Jeff are going to review the MOA. There will be a ratification meeting on Tuesday, January 22, 2019 at 4 pm at the high school. Jen moves that the negotiation team is paid their full stipend on January 22, 2019, regardless of  if the MOA is passed. Cookie seconds, council votes unanimously. Depending on how long negotiations for a three year agreement take, we will entertain a future motion for an additional payment. Thank you Negotiation Team for all your hard work. 
b.  Grievance Arbitration-evidence is still needed for our arbitration on the district’s refusal to get subs for certain positions. 
c. Fund or Future Campaign-there is a major push to get the Foundation budget fully funded.. We will be  part of a Cape-wide forum to discuss funding and what we want our schools to look like. We also need to  motivate the public to support legislation on this issue.
d. We will work on a screening of Backpack Full of Cash, a documentary about the impact of charter schools on districts, date coming. 
d. Support for Monomoy-Please attend the Monomoy School Committee meeting this Thursday night in Harwich at 6:15 (Oak Street).
e. Statement of Purpose- we made edits to the Statement of Purpose Michelle drafted. 
f. Upcoming Events- Workshops at the Winter Union Skills Conference in Framingham. Let ZMichelle know if you would like to go. 
g. All-in Campaign- we still need more ones. This will alleviate the workload on our reps. 
h. Meeting with admin, January 17th. Please let Michelle know of any concerns you would like raised.

1. Beth is addressing a contractual issue at the high school. 
Secretary:
1. December minutes available for schools. 

Treasurer: Things are going smoothly.

Open Forum:

1. DYHS EOS survey was taken last week. Students and staff took the survey. Staff are wondering where the responses are going and will we be able to see them. Michelle will look into this.
2. Is there a budget freeze?  What will happen with open PO’s? Michelle will ask Ken about this.
3. MES sped teachers not getting enough prep time. Reps are asked to work on this and let Michelle or Deb know if the problem is not resolved in accordance with the contract. 
4. MMS sped teachers being pulled form prep for meetings. Teachers (sped, classroom, etc.)  should be putting in for time if meetings make it impossible to reach their 250 prep minutes. 
5. There is a math class at the high school that is over 50% sped


Reports:

President:
1. Negotiations: met with the mediator, things are not going well. Crisis Team is trying to get a date to meet. Asking people to come to the School Committee meeting DECEMBER 17th. 
2. Grievance Arbitration: evidence needed for the sub grievance. We need to be prepared. 
3. Salary Issue and Resolution: Thank you to the high school math gurus who noticed the error. Everyone should have received a retro amount and a revised paycheck. It should reflect the rate to be paid at the end of 2018. 
4. Fund Our Future: School Committee endorsed the resolution calling on the legislature to address this. 
5. All-in Campaign: we need more ones to make it easier to spread the word when needed, not just reps and officers. 
6. Open positions:  We still need reps at MMS, SAE, Baker, and a Political Action Leader
7. DYEA/Admin meeting is this Thursday, please let Michelle know if there is anything you want raised. 

VP’s & PR/R: Nothing new to report
Secretary: Michelle has minutes from September, October and November. Please post and give a copy to your principal. 

Treasurer: Jeanette is absent, nothing new to report 

Fundraising:

Open Forum

1. We continue to have problems with early access of students at the high school. Michelle will again discuss this with Carol Woodbury 
2. No subs for sped teachers: This is an ongoing discussion with admin. The district is firm that even if they get a sub for the sped teacher the student is still not receiving services because that sub is not sped qualified. We continue to insist that even if it does not meet the requirement for services, it helps the classroom teacher deliver instruction. Michelle is going to recommend that the district put an ad in MTA regarding hiring retired sped subs. 
3. There is still no behavior teacher at NHW: Michelle has discussed this issue with the Superintendent. The position is still posted. 
4. NHW school psychologist is unable to being asked to pick up new responsibilities because of the cut of the MMS team chair, making it difficult to meet the needs of Wixon students. Michelle and Heidi will meet to go over this. We are looking at school population and staffing for Wixon and MMS. The school populations are roughly the same, but MMS has significantly more student support staff positions than Wixon. 
5. Questions about goals being changed/enhanced. Members are reminded that goals are to be mutually agreed upon. 
6. During observations, staff members are being asked for lesson plans. Electronic lessons plans are not readily available, so they have been asked to print them. Members are reminded that the contract has no language about how lesson plans are to be written or what they should contain.
7. Maintenance issues at Baker: mold and heat issue in the gym.
a. Staff members have contacted Sandy Cashen regarding mold issue. She will send down a custodian to wipe down the mold every day. 
b. Heating issue in the gym is quite costly; the district is working on finding the money. Gym teachers are turning the heat off because of the noise issue (extremely loud heating unit located in their office). Michelle suggests the gym teachers move their office. 


Reports:

President’s:
1. Reps should hold 10 minute meeting after school on Thursday regarding negotiations. 
2. Our current contract is in full force. We are still working on a new one. 
3. Arbitration is coming up regarding the sub situation. Michelle is gathering information from EACH school. If asked for information, please provide it or let Michelle know if you are unable to, so she can find someone else to work on this. 
4. Salary issue and resolutions: We were being paid the blended rate from the salary table, not the rate at the end of the year which is what we should have been paid. Ken is addressing the issue. We expect correct paychecks and a tiny retoro amount in the next check.
5. Facebook page created for DYEA members only. Purpose of the page is to get information out to our members on a timely manner. 
6. Upcoming School Building Vote: Cookie motions that we will set aside $250 for mailings for the upcoming new school. Beth seconds 
7. Funding our Future campaign: MTA is asking School Committees and other bodies to endorse resolutions calling on the legislature to fully fund a revised foundation budget. Michelle will present a draft at the next School Committee meeting and ask them to endorse it. 
8. All-in Campaign: We still need “ones”.  Ideally, we would have a bunch of ones in addition to reps so everyone has a small group to contact. Please reach out to staff in your building you think might volunteer. 
9. Upcoming MTA workshops and events: Early Career Educators Conference, Ethnic Minority Conference, Michelle has sent out information on all these opportunities.. 
10. Open positions: Reps needed at MMS (1), SAE (2), EHB (1), Political Action Leader ($350 stipend)
11. Goals need to be mutually agreed upon. Please remind your principals of this. MTA strongly discourages putting any percentages in your goals. If you are getting push back on this please let a rep know. 
12. Observations: Admin would like to see standards posted in your classroom. There is nothing in our contract that states that we have to post standards. How you communicate your learning targets to kids is up to you. If they are asking you to post the standards please see a rep.

Secretary: Michelle will complete the September and October minutes

1. Accounts are all in good shape. 
2. 20 Week Club: see your 20 week Captain, it’s never too late to join. 
3. Paint Night: Nov 29th at El Rodeo in Hyannis. Starts at 7 pm Need 20 participants but we only have 14.
